Abstract

In the article the authors have attempted to uncover the most topical issues of the implementation of the Federal program “Electronic government” and “Information society (2011 – 2020)” in Russia. At the present stage of development of society, there is increasing implementation of information and communication technologies in almost all organs of state and municipal management, to ensure transparency and a high degree of control over the implementation of decisions of bodies of Executive power, etc. In Russia at the present time created not only the conceptual foundations of electronic government, but also considerable legislative framework. However, there are many objective and subjective factors hindering the transition towards effective e-governance. So, to create new organizational and legal mechanisms necessary revision of the Federal laws relating to information, clarifying concepts and principles of interaction of bodies of state and municipal management in this area, the introduction of the Federal program “Information society” section of the “E-municipality”, etc. In the work proposed measures to address existing problems, including the development of uniform standards and requirements for the implementation of information systems to ensure the activities of public authorities; development and implementation of standard software solutions to ensure the activities of the authorities; creation of centers for collective use of ICT infrastructure and functional information systems for General use; implementation of training programmes in government; the establishment of effective monitoring systems, etc. The result of the successful implementation at various levels of public administration e-government will be openness and transparency of activity of state authorities and local self-government, saving time and material resources, improving the quality of administrative services.
